Most existing incentives encourage community colleges to focus on academic programs at the expense of workforce education. State policy can help redress this imbalance, creating incentives for colleges to put skills and skills training more at the center of their missions. A new paper from the American Enterprise Institute explores policies and practices in a handful of pioneering states.
