As technology transforms the economy and intensifies the nation’s need for workforce skills, the Trump administration and Congress are redoubling their support for earn-and-learn apprenticeship training. There is wide bipartisan backing for updating the 1937 National Apprenticeship Act and providing additional resources to support apprenticeship programs – incentives for employers, resources for third-parties intermediaries and funding for government oversight and technical assistance. The Democratic staff of the House Education and Labor Committee circulated a discussion draft of legislation in March 2020.
